Islamabad, November 28, 2014 (PPI-OT): Machine Readable Passport /Visa service must be fully established and completed by December 31, 2014 to facilitate Overseas Pakistanis including expats living in Jeddah and Madina. Green Line Project in Karachi gets green light from CDWP :Prof . Ahsan Iqbal.

Chairing the CDWP meeting Federal minister for Planning , Development and Reforms Ahsan Iqbal said that there should be visible difference by making Machine Readable Passport/Visa service hundred per cent functional by December 31, 2014,

.“Overseas Pakistanis should not be kept waiting in long queues as they send valuable remittances to their motherland and the Machine Readable Passport service in Jeddah and Riyadh must be expanded and started in Madina by December 31, 2014”, he said.

“The project approval will be revoked if the said commitment is not fulfilled”, the Minister categorically stated. CDWP approved projects worth 20173.601 m rupees and recommended two projects to ECNEC worth 18632.745 m rupees whereas eight projects were deferred.

“No project will be considered unless clear Key Performance indicators are mentioned in PC 1”, Ahsan Iqbal said. “It has to be specific, measureable, quantifiable and time-bound to gauge the outcomes of the project”, he said.

“We have spent lot of money without any regard for tangible outcome”, he further stated. The outcome must match the resources being allocated for the project. He also said that the stakeholders must be properly consulted in preparing the PC-1 before putting up for approval.

Green Line Bus Rapid Transit System (21 km) in Karachi from Municipal Park to KESC Power House Chowrangi wins the green light from the CDWP subject to cost rationalization. The federal minister said that time period for completion of the green Line Bus must be minimized as desired by the Prime Minister as he wants to see this projected completed in shortest possible time.

Green Line Project is being funded by federal government as a gift for people of Karachi. He also asked to incorporate traditional yellow stone architecture, while designing the stations, which would revive the traditional identity of the Karachi city.

The project on the Establishment of Emergency Services Rescue 1122 was deferred because of its higher cost compared to Rescue 1122 in Punjab. “The cost has to be rationalized with the Punjab Rescue Service 1122 which is the best and can be replicated in Islamabad”, the minister said. He also suggested to integrate the Rescue 1122 and CDA rescue service in Islamabad for better coordination and better delivery to the public.

The following projects approved during CDWP Meeting on 28-11-2014.

Change of Base of National Accounts (2005-06 to 2015-16) Rs. 289.645 million

The project envisaged the following specific objectives:

To change the base of the National Account from 2005-06 to 2015-16 and price indices from 2007-08 to 2015-16.

To estimate contribution of all economic sectors/ sub sectors in national economy in terms of size and volume of GDP and FGCF.

To update/ revalidate ratio and constant growths being used in GDP and GFCF.

Land Records Management and Information Systems Project (Phase-1) Rs. 9985.165m

The project is approved in principal.

Water Supply Schemes (Baradar, Budhall, Poodnial) Oghi Distt. Mansehra NA-21

Total Cost = Rs. 83.194 m

The project is approved in principle subject to cost rationalization. The project aims at provision of potable drinking water to the inhabitants of villages of District Mansehra. The proposed schemes have been designed at a water consumption rate of 10 gallons per capita per day for a design period of 20 years. Gravity flow water supply system will be provided from the nearest source of water.

4. Construction of FATA DA Headquarters Building (Phase-II) Rs. 456.311 m

The revised project is approved in principal subject to cost rationalization. The project aims at provision of condusive working environment to the newly established FATA DA Headquarter through construction of a state of the art building at Peshawar.

5. Construction of New Road from Chandore Sharif to Haripur via Lassan Adda Palsala

Jhokan, NA-21, Distt. Mansehra Phase-I Total cost = Rs.104.922m

This approved in principle. The objective of the project is to provide communication link to the people of the area. After completion, the project would also play an important role in the socio economic uplift of the area population of 0.75 million.

6. Rehabilitation and Widening of Earthquake Affected Areas (Alipuri Besham)

Section of N-90 (32 km) Shangla Hill) Total Cost = Rs. 3090.087 m

The project is approved in principle. The revised scheme envisages widening and improvement of 31.8 km of existing 3.3m – 4.6m wise Alpuri – Besham Section of Khwazkhela – Besham road (N-90) to 6.1m wide carriageway along with 1m shoulders on each side with allied structures, retaining walls, drainage and erosion works.

7. Special Repair of 800 Passenger Coaches and 200 Bogie Wagons Rs. 1810.00 million

The project is approved in principle. The project is envisages carrying out special repairs of stabled 800 Coaches (136 AC coaches, 628

Economy class coaches and 36 Power vans) and 2000 Bogie wagons at Mughalpura, Lahore.

8. Construction of Bridge Across River Chenab Linking Shorkot and Garh Maharaja (Revised)

Total Cost = Rs.4354.277 m

The project is approved in principle. The revised scheme envisages construction of 855 meter long and 12.20 meter wide 2-lane single carriageway bridge across Chenab River between Shorkot and Garh Maharaja in District Jhang.

The following projects recommended to ECNEC:

Machine Readable Passport / Machine Readable Visa (MRP / MRV), Project Phase-II

Total cost Rs. 3248.923

The original project included opening of 30 Regional Passport Offices within Pakistan and Installation of MRP System at 99 Pakistan Missions abroad.

Green Line Bus Rapid Transit System from Municipal Park, Saddar to KESC

Power House Chowrangi, Surjani, Karaci (Modified)

Total cost = Rs. 15383.822 m

The project is approved subject to cost rationalization, The project envisages construction of 21 km long 2-lane dedicated signal free, Bus Rapid Transit System at Karachi running on both ways.

The project starts from Municipal Park in Saddar and en-route M.A Jinnah Road, Business Recorder Road, Nawab Siddique Ali Khan Road, Shahrah-e-Shershah Suri and Shahrah-e-Usman ends at KESC Power House Chowrangi in Surjani Town. After completion it will benefit nearly 400,000 passengers per day.
