انہوں نے مل کر چین کی ریفارم اور اوپننگ – اپ ڈرائیو  کے اہم مقامات اور دنیا کی سب سے قیمتی انٹرنیٹ فرموں میں سے ایک ٹینسینٹ کے ہیڈ کوارٹر کا دورہ کیا۔

انہوں نے لیان ہواشان پارک سے آغاز کیا اور شیکو ٹائم اسکوائر، ٹینسینٹ سی فرنٹ ٹاورز اور شینزن بے پارک کے ذریعے او سی ٹی اوہ بے پر فیرس وہیل پر سوار ہوئے۔

جولائی 1979 میں شیکو انڈسٹریل زون نے شینزن میں تعمیر شروع کی جس نے چین کی ریفارم اور اوپننگ اپ کا “پہلا شاٹ” فائر کیا۔

وفقًا لما ورد في تقرير جديد صدر هذا الأسبوع، 51٪ من صناع  القرار في القطاع القانوني الذين شملهم الاستطلاع يصفون التغييرات المفاجئة التي أدخلت على السياسة التنظيمية في منطقة الشرق الأوسط وشمال إفريقيا بأنها “تحديًا” أو “تحديًا صعبًا”. ويشير التقرير إلى أن هذه التحديات لا تكمن فقط في وتيرة إصدار اللوائح الجديدة بل أيضًا في الوقوف على فحواها ومن ثم إنفاذها.

وقد صدر هذا التقرير المعنون “القادة القانونيون في منطقة الشرق الأوسط وشمال إفريقيا” بتكليف من شركة التميمي ومشاركوه للتحقق والكشف عن الأمور التي تقض مضاجع صناع القرار بالقطاع القانوني، وكذلك المخاطر والأولويات المستجدة التي يواجهها هذا القطاع في المنطقة حيث جمع التقرير آراء 700 من صناع القرار بالقطاع القانوني في 9 دول و 13 قطاعًا صناعيًا على مستوى منطقة الشرق الأوسط وشمال إفريقيا.

Sudden regulatory changes are “challenging” but will develop the region into a first-class business destination, say experts

UBAI, United Arab Emirates, May 31, 2022 (GLOBE NEWSWIRE) — According to a report released this week, “challenging” or “extremely challenging” is how 51% of legal decision-makers surveyed describe sudden changes to regulatory policy in the Middle East and North Africa (MENA). The new report also highlighted, that it is not just the pace at which new regulation is being introduced that provides a challenge, but decoding and then enforcing it.

The report, entitled “Legal Leaders in MENA,” was commissioned by Al Tamimi & Company to investigate, and lift the lid, on what is keeping the region’s legal decision-makers awake at night, and what are the emerging risks and priorities challenging the legal sector across the region. The report captured the views of 700 legal decision-makers across nine countries and 13 industry sectors in the MENA region.

The Legal Leaders in MENA report acknowledges that, while the regulatory environment continues to evolve at a rapid pace, the initiatives being put in place will continue to develop the region into a first-class business destination. The report further identifies that the frequent introduction of new regulatory policy has challenged businesses to stay abreast of legal change. This is reflected by the emphasis businesses are placing on the role of legal decision makers within their organisations, with 54% of respondents stating they now have a seat on their board of directors, or equivalent. Furthermore, 90% of legal decision-makers surveyed revealed that they are now advising on corporate strategy.

The report examines a number of pertinent areas that are high on the legal agenda, including the rise of Environmental, Social and Governance (ESG). The growing importance of ESG is highlighted within the report, with a massive 94% of legal decision-makers occasionally, or regularly, assessing ESG risk and compliance within their role. Unsurprisingly, 80% of legal decision-makers expect ESG considerations to become more important to their work in the coming years. As ESG transitions into the realm of legal and compliance, the report makes it clear that legal decision-makers will play a central role in the implementation of future ESG policies.

Chairman FBR Inaugurates Security Operations Center to Counter Cyber Attacks

Building further on its ongoing drive for a secure digital platform for the Federal Board of Revenue (FBR), Chairman FBR and Secretary Revenue Division, Asim Ahmad inaugurated Security Operations Centre (SOC) this morning at FBR Headquarters, Islamabad.

SOC is a state-of-the-art center designed for prevention, detection, and incident response against cybersecurity attacks on the FBR IT network.

This most modern digital intervention has been made operational round-the-clock (24x7x365).

It is powered by the world’s leading automated solutions and tools for cybersecurity incident monitoring, inspection for malware and ransomware attacks, data backup/recovery solutions, software vulnerabilities scanning, IT infrastructure penetration testing, and performance monitoring.

It is pertinent to mention that these multiple security controls have already been implemented at FBR with sophisticated firewalls, intrusion detection systems, security orchestration and response capability, email threats security, database security, web browser security and end-user security awareness.

Member-IT FBR Dr Ashfaq Ahmad Tunio and Sardar Umar, Secretary IT FBR, briefed the Chairman FBR about its key features and functions.

He informed that within a short span of 4-5 months, nine different world-class security technology solutions have been procured and implemented or are nearing implementation. This robust and high-tech defence-in-depth architecture is a watershed initiative which has inbuilt monitoring mechanisms within the SOC. This has significantly uplifted the security posture of the data and IT network of FBR, he further explained.

The Chief Information Security Officer (CISO) FBR Kamran Meer, further briefed that a roadmap has been created to implement various other security technology solutions in the coming months to attain a truly world-class posture for FBR in accordance with international best practices, within an overarching Information Security Governance, Risk and Compliance (GRC) framework.

He also reiterated that the occurrence of cyber-attacks was a norm in heavily IT-enabled organizations such as FBR and the most effective approach to cyber defence was to establish a strong program where cyber risk assessments, risk mitigations, SOC operations, and rapid incident response were conducted in repetitive cycles 24x7x365 with oversight and support for resources provided by the highest levels of management.

While commending the outstanding work done by Member IT and his team, Chairman FBR appreciated the digital intervention as a much-needed facility to firewall the repository of high-value data of taxpayers. He expressed his unflinching resolve to further upgrade the IT infrastructure of FBR in line with the global best practices.

He also hoped that all the Field Formations of FBR will soon be connected with this centralised SOC to implement a similar security regime in letter and spirit.

SECP Proposes Aligning Rate of CGT on Disposal of Securities with OECD Countries

The Securities and Exchange Commission of Pakistan (SECP) has proposed the Ministry of Finance to align the rate of the capital gains tax (CGT) on the disposal of securities with other regional exchanges and Organization for Economic Co-operation and Development (OECD) countries in the budget (2022-23)

 

The SECP’s budget proposals for the next fiscal year revealed that the rates of CGT must be aligned with other regional exchanges and OECD countries and with the rates of CGT on the sale of immovable property.

The tax treatment of capital gains and dividends favors investment in fixed income and real estate, discouraging the flow of capital into productive areas. The CGT in Pakistan is now higher than in most regional countries and does not encourage long-term savings and investment. This will encourage documentation of real estate activity, and lead to an easing of speculative pressure on real estate property prices in Pakistan where much of the undocumented wealth has been currently flowing.

The SECP has also proposed Tax amnesty on GEM Board and listing under the Direct Listing method. The GEM board is mainly established to facilitate SMEs to raise funds from the Capital Market. As we all know that SMEs are the backbone of the economy and face difficulty in raising funds. Tax incentives would attract SMEs to raise funds from the GEM board.

An increase in the direct listing would result in increased trading activities, thereby impacting tax revenue. Moreover, it would enhance investment options for both local and foreign investors.

It would facilitate the Growth of Companies i.e. (SMEs, Startups) to get themselves listed on the GEM Board. It would encourage listing through the Direct Listing method and positively enhance the tax revenue over the medium to long term, SECP proposed.

The foreigners and non-resident Pakistanis who do not have any other source of income in Pakistan might only be making capital gains from investment in the capital market, where the tax is deducted at the source by NCCPL. Hence, payment of an additional 100% tax for not being on the active taxpayer list (ATL) may not be applicable for such investors.

The SECP has also proposed to bring Alternative Corporate Tax (ACT) treatment for non-banking finance companies (NBFCs) at par with banks. The existing provision creates an anomaly by exempting Alternate Corporate Tax from banks that are also engaged in leasing business while NBFCs engaged in the same business are subject to the charge of ACT.

This provision is discriminatory in nature. Due to competition from the commercial banks which are also engaged in leasing, the number of leasing companies has shrunk from 39 to 3 active leasing companies. The ACT can prove to be the last straw on the camel’s back for the leasing companies. In case of closure of these companies due to tax discrimination, the contribution to revenue made by the leasing companies to the exchequer would be lost.

The SECP has proposed tax exemption for Non-Profit Organizations. The NPOs are not commercial institutions and depend on very limited sources of income for the purpose of sustaining & running their routine operations. NPOs having rental income from properties other than houses are not exempt from tax. It is emphasized that all NPOs be exempted from taxes on all rental income in the forthcoming Finance Bill.

The SECP has also proposed reinstatement of tax exemption for investors in Private Funds. The core reason of this proposal is to encourage investments in the Private Equity sector that will go a long way in facilitating the availability of local & foreign capital to local businesses with high growth potential mainly within the SME sector which is the backbone of our national economy.

Investments by Private Equity firms are more than just the provision of capital as these firms also provide financial advice and strategic direction which results in rapid growth and development of Investee Companies.

 

As the SME sector constitutes the majority of all enterprises in Pakistan and contributes a significant portion of the GDP of the country, a number of positive outcomes include, capital availability for the SME sector, broadening of capital markets, increase in jobs, documentation of economy, capacity building and broadening the tax network etc. are likely to be observed in Pakistan’s economy with the influx of Private Equity investments.

Utility Stores Drastically Increase Prices of Cooking Oil and Ghee

Utility Stores Corporation (USC) Tuesday issued a notification for a price hike for ghee and cooking oil of different brands.

According to the notification, the prices of Ghee have been increased by Rs. 208 per kg, taking the price to Rs. 555 per kg for different brands of Ghee.

The prices of cooking oil of different brands have also been increased by Rs. 213 per liter. The new prices of cooking oil are Rs. 605 per liter at utility stores.

The new prices of cooking oil and ghee will be applicable from June 1.

Sindh govt launches rescue 1122 service in Karachi

Sindh government launched Emergency service Rescue 1122 from Karachi today (Tuesday).

Sindh Chief Minister Syed Murad Ali Shah inaugurated the service.

The service is aimed at providing immediate medical aid to people and shifting them to hospitals in emergencies.

Initially, fifty ambulances have been provided for the service which will be increased to 230 across the province.

The service will be initiated in other Divisions and districts in the second Phase.
