Election Commission of Pakistan has sent letters to get services of Army during door-to-door verification of electoral rolls in Karachi
Islamabad, December 14, 2012 (PPI-OT): The Election Commission of Pakistan has sent letters to Mr. Asif Yasin Malik, Secretary, Ministry of Defence for provision of services of Pakistan Army and to Mr. K.M. Siddique Akbar, Secretary, Ministry of Interior for provision of services of FC to assist the Pakistan Army during door-to-door verification process of electoral rolls in Karachi Division.
2- The letter states that “The Hon’ble Supreme Court of Pakistan vide its Order, announced on 5th December, 2012, passed in Constitution Petitions No.31/2011, 45/2007, 111 and 123/2012 has directed the Election Commission of Pakistan (ECP) to carry out complete door to door verification of electoral rolls in Karachi, the operative part whereof reads as under:
“Thus, the Election Commission of Pakistan is directed to carry out proper and complete door to door verification in Karachi so as to ensure that no voter is disenfranchised or dislocated and all other discrepancies are rectified as early as possible.”
“In view of the peculiar security situation in Karachi highlighted hereinabove such verification must be carried out by the Election Commission with the help and assistance of Pakistan Army and the FC.”
The ECP is under constitutional obligation to organize and conduct the elections and to make such arrangements as are necessary to ensure that the elections are conducted honestly, justly, fairly and in accordance with law and that corrupt practices are guarded against. A credible electoral roll is considered the most important building block of legitimate and acceptable elections in any society. Keeping this in view, the ECP in its meeting held on 13th December, 2012 has thoroughly deliberated the matter and it has been decided that in pursuance of the directions of the Apex Court, ECP will carry out complete door-to-door verification of the electoral rolls of Karachi Division.
However, in view of peculiar security situation in Karachi, as directed by the Apex Court, the ECP has approved the verification plan for carrying out the door-to-door verification of electoral rolls of Karachi Division and has further decided that Pakistan Army and FC be asked to assist the ECP in the completion of this sensitive task of national importance.”
3- They have been asked to issue necessary instructions to the quarters concerned for making necessary arrangements so that the verification process may be commenced in the last week of December, 2012 under proper security in Karachi and to direct the concerned authorities to remain in touch with the Provincial Election Commissioner (PEC), Sindh to finalize the security plan and other modalities connected therewith under intimation to this Commission.
