Public Sector Development Programme review completed in consultation with provincial governments so as to incorporate their preferences: Minister

Islamabad, August 15, 2013 (PPI-OT): Meeting of sub-committee constituted by NEC to review PSDP 2013-14 was held here Thursday under the chairmanship of Prof. Ahsan Iqbal, Deputy Chairman Planning Commission and Federal Minister for Planning, Development and Reforms. Chief Ministers Khyber Pakhtunkhawa, Balochistan, Gilgit Baltistan, and Prime Minister AJK attended the meeting. Representatives of chief ministers of Punjab and Sindh were also present.

The committee was constituted by NEC to review PSDP 2013-14 allocations. Mandate of the committee was to reallocate PSDP grants in their respective provinces based on priority given by provincial governments.

Mr. Ahsan Iqbal Federal Minister for Planning Development and Reforms while chairing the meeting of provincial chief ministers to review PSDP said: “Federal government development strategy accords full priority to needs of the provinces.

PSDP review has been completed in consultation with provincial governments so as to incorporate their preferences. Next year PSDP will be developed in consultation with all stakeholders to reflect our national development goals”.

Various ongoing development projects came under consideration for reallocation of funds in all federal units. Representatives of provinces gave their input based on their priorities. Prof. Ahsan Iqbal, Chairman of the committee, asked the planning commission to note the observations of provinces and ordered to rectify their grievances up to their satisfaction.

He Said land acquisition for Bhasha Dam must be completed till December 2013 to avoid cost overrun. While commenting on electricity generation projects, he advised chairman WAPDA to come up with a policy for run of the river small projects to be opened for the private sector for investment in order to tap the hydroelectric potential of AJK and Gilgit Baltistan.. Chairman WAPDA assured him of formulating such a policy.

The Minister showed his displeasure over the performance of Private Power Infrastructure Board (PPIB) and expressed his dissatisfaction about the institution. Prof. Ahsan Iqbal told the representatives of KPK that Lowari Tunnel was of strategic importance not only for the people of KPK but also for country. It must be completed as earlier as possible.

He also ordered to prioritize the projects which link Gawadar port to the rest of the country. For the area of Diamer, Minister asked to raise a separate wing of GB scouts for maintaining law and order situation.

This area is vital because of Diamer Bhasha Dam and asked to forward his considerations to ministry of interior in this regard. Priority of present government is completion of ongoing projects so that they might not linger and their cost must not escalate.

We discourage inclusion of new projects in PSDP till the previous projects are completed. Minister emphasize on identifying such projects which were lingering for years so that their allocation in current and the next PSDP should be increased and that those could be completed as earlier as possible.
