Progressive and proactive Right to Information Law draft law Sindh to ensure greater transparency and good governance: Nisar Ahmed Khuhro
Karachi, November 05, 2015 (PPI-OT): Senior Sindh Minister for Information and Education, Mr. Nisar Ahmed Khuhro has said that Pir Sahab Pagaro was seasoned politician and he would certainly take a right decision in the aftermath of the Khairpur tragedy, adding that adequate security arrangements were underway to ensure holding of the next phase of local bodies polls in peaceful and orderly manner. He said that besides Rapid Response Force, Rangers personnel, the troops would also be standby as a backup arrangement.
He was talking to media men at a local Hotel after addressing a seminar on Right to Information organized under the auspice PILDAT. Earlier addressing the seminar on Right to Information Law (RTI) for the province of Sindh, he said that draft law had been sent to the cabinet for approval and after that the same would be tabled in the Assembly for enactment, adding that the proposed draft law was much progressive and compatible with the RTI Laws already enacted by the Punjab, Khyber Pakhtunkhwa Governments and the one being drafted by the Federal Government.
Under the proposed draft law, the principle of maximum disclosures and transparency and minimum of discretionary powers had been ensured and scope of public bodies had been extended to all those who are getting funds from the public exchequer.
Our country, Mr. Khuhro said, had passed through a chequered history since the inception when democratic forces were maligned, individuals were glorified at the expense of institutions, adding that the print media was subjected to a rigorous censorship and dictators used to enjoy when editorial pages of certain newspapers went blank.
In this darkest era, it went to the credit of two major political parties who realized significance of freedom of expression and agreed in the charter of democracy and this was followed by the 18th Constitutional Amendment wherein the right to information was included in the fundamental rights.
Mr. Khuhro said that the Sindh Assembly had passed a good number of progressive and proactive Laws to protect women, children, minorities and other weak and vulnerable segments of the society. Live coverage to the Sindh Assembly proceeding by satellite TV Channels; open Question Hour and proceedings of Public Accounts Committee in the presence of media men were major tool to ensure transparency and good governance.
Mr. Nisar Ahmed Khuhro advised all the Provincial Departments to have their own websites and update the same at regular interval in the public interest; he lauded the audience which include media people and representatives of the Civil Society for their valuable suggestions vis-à-vis RTI Law.
MPA, Mehtab Akbar Rashdi, Rehan Hashmi, Huma Baqai and others also spoke; earlier, KPK Information Commissioner, Mr. Abdul Matin Khan and Information Commissioner Punjab, Mr. Mukhtar Ahmed Ali threw light on their respective RTI Law, rules made there under and their role in addressing public grievances. Joint Director PILDAT, Asia Riaz also spoke on the occasion.
