Senator Sardar Muhammad Shafiq Tareen presides over a meeting of the Senate Standing Committee on Science and Technology at Parliament House

The Senate Standing Committee on Science and Technology on Monday raised the matter of the National Industrial Hemp and Medicinal Cannabis Policy which was formulated and sent for approval by the then Prime Minister for consideration of the Federal Cabinet however the summary was retuned by the Cabinet Division for re-submission after the approval of new Federal Minister. The Secretary, Ministry of Information and Technology informed the committee that the Cabinet Division in its recent letter has returned the summary with the advice that it may be routed through Ministry of Narcotics Control, Ministry of Commerce, Ministry of National Food Security and Research and Cabinet Division for further placement before the Cabinet, therefore subsequently comments of the respective ministries are awaited. The committee strongly showed its displeasure over this and commented that HEMP POLICY is the “intellectual property” of Ministry of Science and Technology and it should not be theft. Narcotics Control may have the role of observation but the committee strongly recommended that this initiative is the brain child of MoST so it may be kept with the ministry. The committee also decided to take up the issue with the Prime Minister directly with the suggestions from this committee. Senator Afnan Ullah Khan commented that the role of Commerce Ministry is not satisfactory in other export fields but it claims to promote Hemp Policy. Senator Humayun added that Hemp is a commodity which is already having great markets.

The committee was also briefed on the matter of details of all employees working in National Institute of Electronics (NIE) on deputation, regular and contract basis, with names, CNICs; grade and province identification. Chairman Committee showed his displeasure over the non-appointment of the regular heads of the institutes and commented that the ministry is trying to run the buses without drivers. The chairman committee directed the ministry to brief regarding the status of appointments of regular heads of all the institutes and organizations working under this ministry. The Chairman Committee directed to summon the authorities of the institutes and inquire on the filling of the respective post.

Regarding issue of quota, Chairman Committee Sardar Shafiq Tareen questioned as to why as a traditional, the upper grade posts are only given to larger provinces and no upper grade post is given to small provinces including Balochistan. The Chairman Committee sought report on the the roster policy followed for upper grade posts for the last twenty years, in the next meeting.

Senator Engr. Rukhsana Zuberi also raised the question of double salaries after re-employment of retired officers. She said that it has been observed as a trend that Govt. employees take early retirement and resume work later on, by way of which they receive double salary. Senator Rukhsana Zuberi recommended that pension should not be given to employers working again after taking early retirement for their posts. Senator Rukhsana Zuberi also inquired about the “asset data base” and whether which ministry has record of the total assets of various ministries.

On the matter of vacant post and reasons of not filling and timeline of advertisement of vacant post the committee was briefed that there are 212 sanctioned post out of which 125 are filled as regular employees,01 post is on deputation and 06 on contract, 70 post are sti vacant, The committee apprised that the vacant post advertised on 10-01-2021, recruitment process could not materialized due to writ petition filed at Islamabad High Court the writ petition has been dismissed and recruitment process is initiated again, after publishing of advertisement recruitment process will be completed within 120 days instead of 45 days.

The Committee was also briefed on the Mega-Projects initiated by National Institute of Electronics (NIE’s) and research achievements initiated in the Field of Electronics and allied technologies during the last five years. The Ministry briefed that due to lack of funds NIE was struggling for the last few years but now this institute is on the track and it’s trying its best to attract projects with the help of its own researchers. NIE is in the tendering process for many bids including the maintenance of machines in ministry of railways.

The Committee was briefed on the PSDP project on the establishment of Semi-conductor Chip Design Facilitation Centre and Network costing 169.500 million Rs. with a completion date of 30-06-2023. Similarly, the project of Up-gradation of Printed Circuit Board (PCB) fabrication facility is worth 93.500 million Rs. and completion date is 30-06-2023.

Briefing on the research achievement the committee was apprised that the design and development of customised solutions for defence sector and artificial intelligence (AI) based on Intelligent Vehicle detection system are also included. The committee was briefed that including the research achievement railway out dated old machinery was repaired and maintained which could not be repaired elsewhere.

The Committee was also briefed on the services/technical trainings. Senator Engr. Rukhsana Zuberi said that the Ministry rather than becoming a business entity should play the role of monitoring and facilitate the industry by giving them opportunities to grow and invest. Senator Rukhsana Zuberi said that the industry should be commercialized. Commercialisation she said is promotion in itself, and investors will come themselves to invest. Senator Humayun Mohmand said that ministry should play the role of that of a “father” for the private sector and enable and empower the private sector to make the industry grow rather than to do business itself.

On the budgetary allocation of NIE for the last five years, the committee was briefed that 244.000 million rps were allocated and released for the year 2021-22 in the non –development fund. However the total expenditure remained 243.984. In the year 2020-2021 funds could not be released as per allocation.

In the development fund the committee was briefed that less expenditure took place in the year 2021-22 due to cut by Finance Division with a total allocation and release of 98.80 mn rs, and an expenditure of 93.58 mn rs.

The meeting was attended by Senators Muhammad Humayun Mohmand, Fawzia Arshad, Sana Jamali, Engr. Rukhsana Zuberi and Senator Dr. Afnan Ullah Khan. Secretary Ministry of Science and Technology and other officials of concerned departments were also in attendance.

Kremlin pledges serious response in case of EU visa restrictions

Moscow says it will take serious retaliatory measures if the EU formally introduces visa restrictions on Russian citizens.

Talking to a TV Channel, Kremlin spokesman Dmitry Peskov said Moscow is closely monitoring the EU decision and the retaliation will definitely meet Russia’s interests.

Earlier, Foreign Ministers of the EU member states agreed to suspend a visa facilitation agreement with Russia.

According to EU top diplomat Josep Borrell, the decision, which has yet to be legalized, will significantly reduce the number of new visas issued by the EU member states to Russian citizens and make the process to get a visa longer and more difficult.

UN urged to place sanctions on India for its war crimes in IIOJK

Modi-led India has stepped up its state terrorism in occupied Jammu and Kashmir particularly after 5 August 2019 when the regime revoked Kashmir’s special status, and placed the territory under an undeclared martial law.

A Srinagar-based civil society organization spokesman requesting anonymity informed Kashmir Media Service that Indian troops are blatantly involved in war crimes in the occupied territory where innocent youth are massacred extra-judicially— in custody and in fake encounters.

The spokesman cited the recent killing of a mentally unsounded AJK resident Tabarak Hussain as just one example.

Modi regime’s actions in IIOJK, he added, can well be defined as genocide and crimes against humanity as per international law. He pointed out that these Indian crimes are a challenge to the global community.

The civil rights body spokesman called for bringing Modi and his henchmen to book for war crimes against innocent Kashmiris, and asked the UN to impose sanctions on India for violating of international laws in occupied Jammu and Kashmir.

In Indian illegally occupied Jammu and Kashmir, the Modi-led fascist Indian government could not digest the celebrations made by the Kashmiris after Pakistan’s win over India in the Super Four match of the Asia Cup 2022 at Dubai International Cricket Stadium on Sunday night and in retaliation launched crackdown operations every nook and corner of the territory.

According to Kashmir Media Service, streets in Srinagar and other parts of the territory erupted in jubilation on Sunday night soon after Pakistani batsman played the winning stroke. Overjoyed Kashmiri youth took to the streets in groups despite the fact that the personnel of Indian army, police and paramilitary forces were already deployed to prevent the celebrations. The youth shouted pro-Pakistan and pro-freedom slogans and fired crackers.

Meanwhile, police, today, found a bullet-riddled body under mysterious circumstances in an orchard in Narpora area of Shopian district.

On the other hand, renowned intellectual and Kashmir freedom movement stalwart, late Shaikh Tajammul-ul-Islam was remembered on his first death anniversary, today, for his valuable and matchless services to the Kashmir cause. An event in this regard was organized by Kashmir Media Service, which he served as Executive Director till his death.

Hatred, anger rising in India since BJP govt came at Centre: Rahul

Congress leader Rahul Gandhi has said fear and hate are on the rise in India since the BJP-led Hindutva government came into power.

Addressing a rally in New Delhi, he said hate the BJP and RSS are involved in dividing the society, deliberately creating hate and fear in the country.

He said during the last eight years since the saffron party came into the power, the farmers, Dalit, poor, small scale industries, labourers, have got nothing but only two industrialists are getting all the advantage.

He also hit out at the media, alleging that the whole media belongs to only those two industrialists who give the advantage to the BJP and later the party returns it to them.

Senator Walid Iqbal, Chairman Senate Standing Committee on Human Rights Presiding over a Meeting of the Committee at Parliament House Islamabad

The meeting commenced with deliberation on the matter regarding the arrest,abduction of Parliamentarians and tresspassing into private property with reference to incident of 25th May 2022. The Senate body also discussed the statement “minimum necessary and proportionate use of force” repeatedly stated by Law Enforcement Authorities. Senator Tahir Bizinjo stated that politicians are responsible for these kind of incidents and role of police is merely as tool. Senator Mushahid Hussain Sayed was of the view that the 1934 police rules, which were made in colonial rule to supress the citizens,are still in force and every ruling party used these against the opposition and there is dire need to amend these draconian laws. Senator Dr.Hamayun Mohmand suggested that discreationary powers should not be used without valid reasons and the terms use of force,misuse of force and abuse of power shall be differentiated. Senator Walid Iqbal termed laws like MPO, 61 and Police Rules, 1934, as black laws and strongly urged the Committee to assume it’s role by steering amendments/repeal of these draconian laws.He also directed the IG Islamabad to submit a detailed report on number of raids conducted and number of shells fired and total reported incidents of baton charge on 25th May 2022.

Additionally, the committee discussed the issue of treatment of child which has to be sponsored by K-Electric. Spokesperson of K-Electric briefed that the K-Electric will transfer Rs.3 Million for the treatment of child as Audit report of BIONIKS will be verified. However, the spokesperson of BIONIKS stated that the proposed amount is insufficient and K-Electric is not fulfilling its commitment in which they agreed to pay Rs.1.2 crore for treatment. The Chair directed both the BIONIKS and K-Electric to present their report before the committee on 9th September.

While discussing the issue of Pakistani citizens who are detained in Guantanamo Bay jail. Mustafa, son of one of the detainee Saifullah Piracha, told the senate body that his family including his father are citizens of Pakistan by birth. He added that his father and his brother was arrested in Thailand and New york respectively in 2003 and were awarded 30 years imprisonment. However in 2018 the same judge overturned his decision regarding his brother and released him but unfortunately his father is still in Guantanamo Bay jail beacuse his nationality has not been confirmed by ministry of interior. Officials of ministry of foreign affairs apprised the committee that nationality of Saifullah Piracha has been confirmed by interior ministry and conveyed to US government and the victim will soon be released. Senator Walid Iqbal sought a report on the issue to be submitted before 15th September.

The Committee discussed the Bill titled “The Transgender Persons (Amendment) Bill 2021” introduced by Senator Mushtaq Ahmed. He apprised the senate body that Constitution of Pakistan clearly states that no law shall be enforced which is repugnant to injunctions of Islam and claimed that the Transgender bill was passed without taking prior opinion of Islamic Ideology Council. He further added that the terms ‘Transgender’ and Intersex’ are altogether different from each other and the law is supposed to cater the needs of Intersex persons not transgender. He also proposed the establishment of medical board to confirm the sexuality of transgenders. Rabiya Javeri Agha told the senate body the practice of medical board has been failed in India and it is also against the right of privacy which is considered to be fundamental right of the citizens of the country. The Chair decided to take opinion of Islamic Ideology Council on the matter and invited the movers of the Bill to present their stance in the next meeting.

Two Russian embassy staff killed in Kabul suicide attack

In Afghanistan, two employees of Russian Embassy were killed and several wounded in an attack near the diplomatic mission in Kabul on Monday.

According to Russian Foreign Ministry, an unidentified militant set off an explosive device in the immediate vicinity of the entrance to consular section of the Russian Embassy in Kabul.
