SECP to Make Significant Changes in AML/CFT Regulations

The Securities and Exchange Commission of Pakistan (SECP) has proposed significant amendments to the Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT) Regulations, 2020.

These amendments aim to enhance the scope of regulations to effectively combat proliferation financing and strengthen the country’s financial integrity framework. SECP has invited the stakeholders to provide their comments or suggestions on proposed amendments within the next 14 days.

Proliferation financing, which refers to the financial support provided for the proliferation of weapons of mass destruction (WMD) or their delivery systems, has emerged as a significant global concern. Recognizing the need for a comprehensive approach to address this issue, SECP has taken proactive steps to strengthen the existing AML/CFT Regulations.

The proposed amendments to the AML/CFT Regulations 2020 primarily focus on expanding the regulatory framework to encompass measures specifically tailored for combating proliferation financing & diminishing the frequency from existing five years to three years to treat an account as dormant.

SECP further aims to enhance the effectiveness of the regulations by adding provisions, among others relating to reliance on third parties for CDD and requirements applicable to foreign branches and subsidiaries of Regulated Persons.

The public consultation process is an essential component of SECP’s commitment to transparency and inclusiveness. The involvement of stakeholders is crucial for the development of robust regulations that align with the evolving needs of the financial ecosystem.

Islamabad to Get New Cycling Track in Shakarparian Soon

The federal administration will open the newly renovated cycling track in Shakarparian on Sunday. The track will allow visitors to enjoy a green, peaceful, and eco-friendly environment.

According to a media report, a high-ranking civic agency official inspected the track and praised the environment wing’s work. He hoped the cycle track will reduce the number of cars coming to Shakarparian since many visitors would prefer to ride bicycles.

An awareness campaign will inform people about the health, air quality, and environmental benefits of cycling. Many environmental organizations have invited residents of the twin cities to enjoy the Shakarparian cycle track.

A recently opened pump cycle track in F-9 Park attracted people, especially children, showing that residents are interested in eco-friendly transportation.

Cycle tracks are also suggested on a few roads, especially from Rawal Chowk to Taramri, where many students ride motorbikes and cars to school. Cycling instead of driving will allow for less traffic and environmental preservation.

Private Housing Societies Are Now Banned From Hiring Personal Security Guards

In response to the rising incidents of firing in private housing societies in Rawalpindi, a ban has been implemented on the hiring of personal security guards across all private housing projects. Authorities have initiated the compilation of data on security personnel and weapons in these schemes, while a comprehensive search operation will be conducted to identify illegal weapons in unapproved housing projects.

Police officials have received reports of illegal housing societies employing armed security guards under the guise of personal security, using them to seize land and engage in armed confrontations with opponents. These activities have created an atmosphere of fear and panic among residents.

To address the situation, the police have devised a plan that includes digital mapping and coordination among relevant police stations. The Chief Police Officer (CPO), Syed Khalid Hamdani, presided over a meeting where the plan was approved. The CPO emphasized the need to conduct a thorough operation against illegal weapons and land mafia within housing societies, gathering data on security personnel and weapons.

During the meeting, it was decided that only registered security companies would be allowed to provide guards and weapons to private housing societies. Violations of this regulation would result in legal action. In case of any reported incidents of firing, prompt arrests would be made, targeting the individuals involved, their accomplices, and facilitators.

The meeting also emphasized a zero-tolerance policy towards squatting, illegal weapons, and the use of housing societies as a cover for spreading fear and terror. To ensure the success of the grand search operation, local police will be supported by elite commandos, who will swiftly respond to any resistance encountered.

All senior officers have been instructed to provide details of the search operation and related activities to the CPO office within two weeks. The spokesperson for Rawalpindi Police stated that no pressure would be tolerated during this process.

The proposed Ziarat Policy is aimed at facilitating Pakistani pilgrims visiting ziaraat in Iraq and Iran.

The policy will boost religious tourism apart from bringing the people of two countries closer.

President Officially Appoints Qazi Faez Isa as Chief Justice of Pakistan
