CCP prepares comprehensive guidelines on deceptive marketing practices

Islamabad, April 04, 2023 (PPI-OT):In line with its commitment to safeguarding consumers against anti-competitive behaviour and offering valuable insights to stakeholders regarding Section 10 of the Competition Act, 2010, the Competition Commission of Pakistan (CCP) has devised comprehensive guidelines pertaining to deceptive marketing practices, and how to steer clear of them.

The Guidelines on Deceptive Marketing Practices, which are being issued by CCP under Sections 28 and 29 of the Act, aim to provide a comprehensive explanation of the scope and application of Section 10 of the Act. The guidelines draw upon issues raised in cases involving false or misleading advertising and other deceptive marketing practices that the CCP has resolved or adjudicated since 2008.

Therefore, they contain general information and illustrative examples based on jurisprudence developed through the Commission’s decisions over the years, intended to guide all stakeholders. In broad terms, the Guidelines cover key concepts such as the principle of net general impression, material information, false and misleading information, and implied and express claims, among others. It also explains various forms of Deceptive Marketing Practices prevalent in the market and provides guidance on how businesses can ensure they do not engage in such violations.

The Guidelines also touch upon the method of filing a complaint, remedies available under competition law, and the enforcement powers available to the Commission. The guidelines have been made available on the official website of CCP, which can be accessed at www.cc.gov.pk.

Stakeholders are advised to study the Act in conjunction with these Guidelines and to seek legal advice where necessary. It may be noted that the information contained in these Guidelines is not exhaustive and does not limit the investigation and enforcement powers of the Commission. The Commission reserve its right to amend these Guidelines from time to time.

In 2008, an Office of Fair Trade (OFT) was established with the goal of encouraging businesses to comply with Section 10 of the Competition Law and improve their trade practices through compliance-oriented approach while taking decisive action against hardcore or flagrant offenders of the Act.

The OFT serves as a watchdog to create a business environment in Pakistan based on healthy competition and to protect consumers from deceptive marketing practices. The OFT also aims to ensure that consumers are provided with adequate information to make informed choices.

It is CCP’s mandate, under the Competition Act, to ensure free competition in all spheres of commercial and economic activity, to enhance economic efficiency, and to protect consumers from anti-competitive behaviour, including deceptive marketing practices.

IG Punjab distributed cash awards of around 11 lacs and certificates of appreciation to 56 officers and officials of Lahore Police for their excellent performance

Lahore, April 04, 2023 (PPI-OT):Inspector General Police Punjab Dr. Usman Anwar has instructed the police force to perform their duties with full determination, sincerity and spirit of jihad for protection and service of lives and property of citizens. IG Punjab said that be a wall against those oppressors who attack the life, property and honour of aggrieved, orphans, widows and the weak and ensure strict legal action against such heartless anti-social elements. IG Punjab emphasised upon that no effort should be spared for taking such callous criminals to their end.

Dr. Usman Anwar said to listen to the problem of every person who comes to the police station with good manners and attention and to make a contact of sympathetic lawyer with victims of civil matters so that their problems can be resolved. IG Punjab said to provide help, support and guidance to the citizens suffering from difficulties and crimes because by solving the problems of the citizens with our power and authority we can make this world beautiful and the world hereafter.

Dr. Usman Anwar said that prizes of eight crores are being distributed to the best performing officers and personnel in all the districts of the province into phases and whoever will perform well will be encouraged at all levels. According to the details, Dr. Usman Anwar distributed awards and appreciation certificates worth about 11 lakhs to 56 officers and officials of Lahore Police in the ceremony held at the Central Police Office. In these teams, officers serving in CIA, Investigation and other fields were included.

Inspectors were given 30 thousand, Sub-Inspectors were given 25 thousand, ASIs were given 20 thousand, Head Constables were given 15 thousand while Constables were given 10,000 per person along with ceremonial certificates. IG Punjab awarded CIA team with cash reward and certificates of appreciation for arresting the murderer of retired SP Farhat Abbas.

Similarly, other officers and officials were also awarded for tracing and arresting the suspects of robbery, dacoity, murder, kidnapping and other serious incidents. IG Punjab Dr Usman Anwar directed the awarded officers and officials to perform their duties more diligently, honesty and hard work. Plausible initiative of IG Punjab for promotion of traffic wardens, summary for 506 new posts of senior wardens has been sent to Punjab Government

Lahore, April 04, 2023 (PPI-OT):Inspector General Police Punjab Dr Usman Anwar has said that departmental promotion as per merit and seniority is the basic right of every police officer and official which they will get in any case. IG Punjab has taken a positive step to resolve the long-standing issue of promotion of Traffic Wardens and has sent the summary of 506 new posts of Senior Traffic Wardens to the Government of Punjab for approval.

According to the details, hundreds of wardens serving in major districts of the province, including the provincial capital Lahore, will be promoted to the next scale. 271 wardens in Lahore, 90 in Rawalpindi, 75 in Faisalabad, 45 in Multan and 25 in Gujranwala will become senior traffic wardens while no additional expenses will be incurred on the government exchequer due to the abolishment of old vacant seats. IG Punjab said that paving the way for career promotion will boost the morale of all wardens and improve the traffic management across the province.

Dr Usman Anwar directed the traffic wardens to perform their duties more diligently than before and along with issuance of license, be courteous to the citizens on the roads and do not leave any effort in the smooth flow of traffic. Dr. Usman Anwar has signed the summary for the promotions of traffic wardens and has sent it to the Punjab government for approval. IG Punjab said that with the approval of the new posts, the service structure of the traffic wardens will be strengthened and they will ensure that they perform their duties with more hard work, diligence and dedication.

Lahore, April 04, 2023 (PPI-OT):Homeless and destitute children and youths deserving of social attention and support will be taken to the relevant institutions after registration in Police Protection Centers where they will be treated and rehabilitated. The police teams under the leadership of Inspector General Police Punjab Dr. Usman Anwar are actively engaged to eradicate crimes and protect the lives and property of citizens across the province.

Under the supervision of RPOs, CPOs and DPOs, the crackdown against habitual and professional criminals and anti-social elements is underway, in which thousands of criminals have been arrested and imprisoned, while at the same time stolen property worth crores of rupees and hundreds of stolen motorcycles and vehicles have also been recovered and handed over to their owners.

According to the details, during the last 70 days, the teams of Punjab Police arrested more than 62 thousand proclaimed offenders in various crimes in the province, including 3300 of A category involved in other serious crimes i.e. murder, dacoity, robbery and kidnapping for ransom and 21332 criminals and proclaimed offenders involved in other various crimes.

Police teams arrested 965 dacoit gangs across the province and recovered more than Rs 72 crore worth of stolen property. 118 stolen vehicles and 1682 motorcycles were recovered from criminals in various incidents. Similarly, 7197 cases against drugs were registered across the province and 7344 accused were arrested while more than 3200 kg of drugs were recovered. CTD teams arrested 69 terrorists and miscreants in 301 intelligence-based operations. 4 dangerous terrorists met their logical end in the firing incidents at CTD.

Dacoits and criminals fired 139 times on the police in response to which 61 dacoits and bandits were killed. In the above incidents, 80 dangerous robbers, bandits and anti-social elements were rushed to the hospital with injuries. One policeman was martyred while 21 policemen were injured in such attacks by the miscreants. Police registered 26,989 FIRs, including 121 FIRs of dacoity, 10,289 FIRs of robbery and 16,579 FIRs of motor vehicle theft.

On the direction of IG Punjab, priority measures for the welfare of the force are underway and 2.2 billion rupees have been spent under various categories of welfare, including 662 million for medical expenses of police personnel, 286 million as wedding gifts and 253 million were given for educational scholarships, 30 million rupees for burial expenses, 133 million rupees for maintenance allowance and 85 million rupees were given for the last basic pay.

IG Punjab has directed to beef up security arrangements of mosques, Imambargahs and other sensitive religious places in connection with Ramadan. He directed that patrol teams of Dolphin, Peru should increase their patrolling plan and working hours.

On the direction of IG Punjab, a departmental promotion committee session was held at the Central Police Office, in which 15 senior scale stenographers were promoted to the rank of private secretary and one private secretary Abdul Qadir to the post of Assistant Director as per merit and seniority.

Among the senior scale stenographers promoted to the posts of private secretary are Rana Muhammad Akram Khan, Muhammad Ayub, Khalil Ahmed, Muhammad Aqeel and Muhammad Ibrahim, Syed Muhammad Salman, Asif Jilani, Wasim Saleem, Wasim Mehboob Alam, Muhammad Nadeem, Muhammad Shafiq, Muhammad Irfan Tahir, Syed Naveed Anjum Zaidi, Imtiaz Yusuf and Ghulam Fareed.

AIG Admin and Security Amara Athar issued notifications for promoted Stenographers and Assistant Director. IG Punjab has issued instructions to all RPOs, CPOs and DPOs to hold promotion board sessions regularly in their regions and districts and the ACRs of the employees whose ACRs are incomplete should be completed as soon as possible so that promotion eligible staff may be given their departmental right without delay.

He further said that notifications of those promoted in the Promotion Board Sessions should be sent to the Central Police Office at the earliest.

Furthermore, IG Punjab Dr. Usman Anwar has said that for the rehabilitation of helpless and homeless children and youth trapped in the mire of drugs addiction, preferential measures shall be taken from the platform of Punjab Police Protection Centers.

IG Punjab said that to provide medical aid and social security to these helpless children and youth, the Punjab Police and four private organizations working in this regard have agreed to take joint measures, through which homeless and helpless children and youth will be made useful citizens of the society through rehabilitation.

According to the details, IG Punjab and officers and heads of four institutions Ehsaas Rehabilitation Center, Aas Indus Rehab, Grace Rehab and Phonix Foundation for Research and Development signed the MoUs in a ceremony held at Central Police office.

The Punjab Police and the four institutions will work together to provide treatment and rehabilitation to children and youth trapped in the mire of addiction.

Dr. Usman Anwar said that these children and youth who deserve social attention and support will be brought to the relevant institutions after registration in the police protection centers where the doctors and experts of these institutions will rid the children and youth of the scourge of addiction and they will be made useful citizens by mutual efforts.

In the ceremony, SP Operations Model Town Lahore Amara Shirazi gave a presentation about the problems and situation of homeless children and youth trapped in the scourge of addiction.

Mohammad Nadeem Ashraf Chaudhry, CEO of Ehsaas Rehab Center while appreciating the project of Punjab Police said that this initiative of Punjab Police to rehabilitate homeless children and youth addicted to drugs is commendable.

Dr. Zafar Iqbal, Chairman Grace International Rehab Center, said that the future of hundreds of destitute children and youth is beginning to brighten the future of such children with these efforts at the public and private levels.

Dr Zahra Moazzam Provincial head AAas Rehab trust said that due to the measures taken under the MOUs, children and youth trapped in the quagmire of addiction will be saved from participating in the world of crime.

Dr. Noor-ul-Zaman Rafiq, Phonix Foundation for Research and Development, said that the protection centers of Punjab Police are leading to play a very effective role in community policing and the new project will also be an important milestone in the service of humanity.

IG Punjab took notice on the incident of killing of retired SP Farhat Abbas by firing in Millat Park, incident report has been sought from CCPO Lahore

Lahore, April 04, 2023 (PPI-OT):Inspector General Police Punjab Dr. Usman Anwar has taken notice of the incident of killing of retired SP Farhat Abbas in Millat Park area of Lahore and has asked CCPO Lahore for incident report. IG Punjab visited the residence of deceased retired SP Farhat Abbas in Millat Park. Dr Usman Anwar met the family of the deceased and inquired about the incident.

IG Punjab also inspected the scene of the incident and while taking a briefing from the officers regarding the incident, ordered to form a special team to arrest the accused. IG Punjab directed that all the available evidence including the footage of Safe City cameras should be carefully examined and the accused should be arrested and brought to book as soon as possible. Dr. Usman Anwar said that the accused will be punished.

Imran Khan responsible for putting country into crisis: Sanaullah

Islamabad, April 04, 2023 (PPI-OT):Interior Minister Rana Sanaullah has reiterated demand of constituting full court bench to hear the case pertaining to the elections in Punjab and Khyber Pakhtunkhwa.

Talking to news men along with Minister for Law Azam Nazeer Tarar outside Supreme Court of Pakistan in Islamabad on Tuesday, he said we hope that such decision will come which will not only bring the country out of prevailing quagmire, but also move the issue forward. He said the Prime Minister and the Minister for Law very clearly presented the government’s stance over the three-member bench in the Parliament.

Strongly criticizing PTI chief, the Interior Minister said Imran Khan created political crisis, which also affected the agreement with IMF. He said Imran Khan is also responsible for putting the country into judicial crisis, we are facing today. Rana Sanaullah again demanded holding elections in the country on the same day as conducting elections in two provinces will push the country towards another political and constitutional crisis.

He hoped that the Chief Justice Supreme Court of Pakistan will consider the demand of the entire nation in this case. Speaking on this occasion, Law Minister Azam Nazeer Tarar said PML-N believes in democracy and we have rendered a lot of sacrificed to strengthen the democracy and democratic norms.
